Bond

Last bond

Voters last approved a bond measure for Battle Ground Public Schools in 2005 at a rate of $1.26 per $1,000. Today, the current bond rate is $0.44 per $1,000 of assessed property value. This is the lowest rate of all K-12 districts in Clark County.

The bond will be paid off on Dec. 31, 2023.

The 2005 bond paid for the following projects:

  • Daybreak primary and middle schools

  • Tukes Valley primary and middle schools

  • Chief Umtuch Middle School

  • Amboy Middle School

  • Captain Strong Primary classroom expansion

  • Technology and safety upgrades

  • Laurin Middle School commons

  • Prairie High School refurbished track and auditorium and replaced roofs

  • Battle Ground High School stage/auditorium/cafeteria

In later years, BGPS asked voters to approve bonds in 2016 and 2018. Each time, the bond did not receive at least the 60% yes votes needed to pass.

  • November 2016: 55.43% yes votes | 44.57% no votes

  • February 2018: 58.68% yes votes | 41.32% no votes

  • April 2018: 53.87% yes votes | 46.13% no votes

Students celebrate Earth Day 2019 at Daybreak Primary, one of the schools built with funds from the 2005 bond measure.

About the 2018 bond

  • The bond would have replaced four old and overcrowded schools, constructed a new primary and middle school campus; replaced or renovated other buildings; provided improvements to safety and security at all schools; updated some middle and high school classrooms for science, engineering and skilled jobs training; and provided some recreational improvements

  • Projects were selected to maximize matching funds from the state, and the district would have been able to take advantage of historically low interest rates at the time.

  • The bond package was developed after two years of community outreach and critical study to evaluate and prioritize projects into a long-range facilities plan.

What’s next

In 2023, Battle Ground Public Schools is exploring new funding solutions to address ongoing facility issues. District leaders are reviewing the thoughts shared in a December 2022 ThoughtExchange that asked about facility needs. They also are considering additional feedback from staff members, students, parents, guardians and community members. The district also worked with FLO Analytics to conduct an enrollment study that projected enrollment patterns over the next decade.

The school board will review the information and decide whether to place a measure on the ballot in an upcoming election.
